The only pre-conditions that you have to fulfill are:
- a regular bank account and
- an e-mail account in your name.

The only time factor is the time to make a normal bank transfer from your personal bank account

When you "upload" money to your moneybookers account they tell you exactly their bank account in your country where to send it.
